ASA London Region Special Council Meeting

London Swimming investing in the future of Swimming in London

In accordance with Rule 12 the Board of ASA London Region are requesting a Special Council Meeting which will be held in the Dance Studio at Southbury Leisure Centre, Southbury Road, Enfield, EN1 1YP on Sunday 16th March at 12.30 pm.

The purpose of the Special Meeting is to consider the following Resolution:
Resolution “To insert a new clause to be numbered 26.1.2: -
‘To invest Region funds in Swimright Ltd and Swimright International Ltd and its successors’
and to re-number existing clauses 26.1.2 to 26.1.18 to become 26.1.3 to 26.1.19”

The resolution is to enable the Region (subject to satisfactory due diligence reviews) to make an equity (share) investment in a company that manufactures temporary pools, which could significantly reduce the impact that pool refurbishment programmes have on the local swimming communities, whilst also allowing aquatics to be experienced in parts of London where there is no access to swimming at the present time. In addition, in the medium (3-5 year) term and beyond the investment based on current projections for demand and costings could produce a revenue stream which is far greater than that which can be achieved from investing the cash in money market accounts at current interest rates.

Clubs are entitled to send the number of delegates as determined by Rule 10. Each Club should receive the correct number of Delegate forms, but in the event that these are not received, these may be downloaded here. The Delegate Form, properly signed by an appropriate Officer of the Club, must be presented to the Registration Desk at the SCM for validation and to receive a ballot paper.

Refreshment and Lunch will be served to the delegates. Please could you let the London Office know how many will be attending so that the appropriate arrangements can be made.

Why is London Swimming investing in to SwimRight?

SwimRight is a swimming technology business; the companies’ temporary mobile pools complement the strategic objectives of London Swimming and will help to develop a long-term income stream for Swimming in London.

In the 2007 World Swimming Championships in Melbourne, Australia the event took place in the Rod Laver Tennis Arena. The popularity of such events means that the spectator demand far exceeds that of operating swimming pools.

Temporary pools have their uses outside the large spectator events. In May 2007 Department for Children, Families and Schools (DCFS) and the ASA invested in placing a temporary swimming pool (12x10 metres) into a primary school in Liverpool for a term. The aim was to transform swimming ability in that school by allowing every year group to access swimming without the barriers of time, transport and cost getting in the way. In half a term all the children in the host school had completed 15 swimming lessons and the children from the surrounding 8 primary schools had completed 10 lessons. The number of children able to swim rose from 53 to 89%. Temporary pools could be used to unlock swimming provision for primary schools who are simply too far from the nearest facility.

Temporary pools could also be used to maintain swimming provision when an existing pool is closed for refurbishment or renovation. The ASA’s vision for school swimming is that 95% of pupils leaving primary school meet the swimming requirements. Only a fundamental shift from what we are doing now will achieve this. London Swimming will work with pool manufacturers and investors to see if temporary swimming pools can be used to prove the case for new facilities.

SwimRight pools are going to be deployed in Manchester as of April to deliver a legacy swimming programme in to Schools in and around Manchester.

London Swimming are investing in SwimRight because they offer a solution to swimming pool capacity problems, lack of school swimming provision and cover for temporary closure of pools.
